METHOD STATEMENT:

Description of Work and Location

The cleaning of the contracted area and removal of any excess debris. This is done to a standard which is compliant with the maintenance contract of the hirer and is done so under the supervision of the site manager.

Supervisor

When arriving on site all operatives report to the site manager to received work instructions. When the working area is safe to commence work our operatives can precede. All our operatives are competent and familiar with the safe working procedure required. While this work is being carried out the site manager is nearby and able to ensure that the work is being carried out safely and to the required standard.

Work Operations

When arriving on site, the operator will report to the site manager to receive instructions of when and where works will be carried out on that day. The operator then waits until the area is made safe for the work to be carried out. It is critical that no work will begin until the area is safe for work to commence.

Control of Operations - Gully

The following procedures are carried out whilst gully clearing is in operation:

  • It is the hirer’s responsibility to supply traffic management and a competent second operative.
  • PPE must be worn and used at all times (e.g. high visibility jacket, safety boots, ear defenders, waterproof gloves and hard hat).
  • Flashing beacons are to be on and visible at all times.
  • The working area is to be conned off and pedestrian areas to be made safe by the provided traffic management.
  • Removal and replacement of the gully lids is not the responsibility of the operative. This is the hirer’s responsibility to ensure all gully lids are replaced correctly before leaving the working areas.
Storage/Materials/Handling

All waste removed from the contracted site is disposed of at a registered landfill site. All waste transfer notes are kept in our records.

Inspection/Monitoring

Each operator is duty bound to carry out daily inspections of their vehicle. The inspection consists of:

  • Check reversing camera is working and clean to ensure full visibility by the operators.
  • Check reversing bleeper is working to make the public, other road users and workmen on site aware that the vehicle is reversing.
  • Check coolant level, oil, water, fuel and hydraulic levels.
  • Check for brush wear, condition and that all brush fixings are secure.
  • Check all beacons are in working order and clean.
  • Visual check for wear and tear on tyres. The tightness of all wheel nuts is checked.
  • Check and clean all lights and number plate.

A full maintenance check is carried out weekly by our certified fitters. This includes:

  • Greasing.
  • Wear and tear of working components.
  • Check for any defects, these are rectified immediately.
  • Replacing of any work side and centre brushes. Brushes are only replaced by our certified fitters.

Every six weeks the road sweeper undergoes a full inspection.

Competence of Operatives

All operatives hold the relevant licence and CSCS cards. The drive also undergoes an intensive driver training procedure. This training is provided by our in house training officer. The operatives are competent at operating a left hand drive vehicle. All operatives read and speak English.

All our operatives are familiar with the site regulations and procedure that is needed to carry out a safe working practice.

Plant & Equipment

All vehicles provided are of the highest quality and are fitted with all the latest safety equipment to comply with PPE regulations. A small basic first aid kit and fire extinguisher is carried at all times.

PPE Requirements

All operators are supplied and trained in the use of the following PPE:

  • Hard hat
  • High visibility vest/jacket
  • High visibility trousers (when applicable)
  • Safety boots
  • Rubber/oil resistant gloves
  • Eye protection
  • Ear defenders

All the above is worn when on site and operators are made aware that hard hats and high visibility clothing is require on all site. If correct PPE is not worn then this will result in the operative being asked to leave the site.

PPE is supplied by R M Starling Sweepers Ltd and any additional equipment that may be required by operators is available on their request.

First Aid

All vehicles are fitted with a basic first aid kit and fire extinguisher.

Emergency Procedure

If there was an emergency on site but not involving one of our operatives then the vehicle would be parked up in a safe area until directed otherwise by the site manager.

If an operative is injured whilst working inside or outside the vehicle then he or she will switch off their engine, remove the keys from the ignition and report to the site manager.

If an operative was to injure a third party then he or she will switch off the engine remove the keys from the ignition, call emergency services if required and notify the site manager immediately.

The hirers/traffic management contractors will then make sure there is clear access for emergency services, if required.
